KPOV Board of Directors meetings are open to the public. They are generally held on the third Thursday of every month at 5:30pm. Please contact one of the board members or the Station Manager to confirm the date and time of the next meeting, if you’d like to attend.

Tim Cotter
Tim Cotter moved to Bend in 2015, after a lengthy career as a healthcare executive working with large-employer groups. Tim has been passionate about music his entire life and as a life-long listener of community radio, Tim greatly appreciates the tremendous value which KPOV brings to the Central Oregon community. Having recently re-joined the KPOV Board in April 2026, Tim is excited about helping KPOV create new opportunities and a sustainable future in Bend. Tim is a KPOV DJ (known as Blue Dog) and is the host of Back Door Blues
Stephen "Doc" Williams
Stephen "Doc" Williams has decades of experience leading teams in events, agency, software, and professional service delivery. Along with love for Central Oregon, he has a lifelong passion for music, appreciation of DJ culture, and admiration for community radio. Stephen joined the board of directors in 2024, excited about the opportunity to serve and guide KPOV towards a sustainable future with a growing fanbase.
Drew Collins
Dr. Drew Evan Collins, B.S., N.D., was born and raised in Portland, Oregon, in a home enriched by music, art, science, flowers, and pets. With the love and guidance of his mother, father, and siblings, Drew developed a deep passion for the liberal arts and sciences, which led him to pursue his education at the University of Oregon, where he graduated in 1979 with a degree in Biology and Comparative Religion. Dr. Collins recently joined the dynamic KPOV Board with a deep interest in learning the history of this volunteer-based radio station. He is eager to connect with the passionate members of the KPOV family, who generously dedicate their time and financial support to community-sponsored, non-corporate radio.
Stacy Koff
Stacy has been with KPOV since its inception in 2005. She was on the board of directors for several years before a hiatus and is now back on the board to help KPOV realize its mission, grow its brand and create a musical journey for all! She is the founder and visionary behind the 4 Peaks Music Festival (June) and the Cascade Equinox (September), bringing intimate, world-class music and arts festivals to Central Oregon. She is driven by her desire to cultivate a community of musicians, attendees, partners, artists, and most of all, her love for music. Stacy is the host of Live Alive on Thursdays from 2-4pm and you can find her at most live music around town.
Eli Ashley
Eli Ashley is a retired performing arts executive born in Olympia, WA. He enjoys the outdoors including horse riding, cycling and hiking. The band Appaloosa was founded by Eli and his wife Dottie in 2011 and performs and regularly in Central Oregon and the Northwest. He has been active in the Bend community by serving on several boards of directors and providing consulting advice to non-profit organizations.
Carol Dupuis
Carol DuPuis moved to Bend in 2017 after spending more than two decades in Seattle, where she worked with KEXP and various apparel companies based in Seattle and New York City. A lifelong supporter of community radio, Carol’s passion for independent media began in college radio and continued through her time at KEXP, where she gained valuable experience developing business support through underwriting and sponsorship, music programming, broadcasting, and community engagement.
Carol is excited to serve on the KPOV Board of Directors, bringing her background in business development and underwriting fundraising support to help strengthen and sustain listener supported, volunteer-powered radio in Central Oregon. In addition to her board involvement, Carol hosts Audio Rays every Thursday from 4–6 p.m., sharing eclectic music discoveries and helping create the thoughtful, listener-driven programming that makes KPOV truly special.
